Sub: Benefit of RoSCTL scheme on FIBC exports
Dear Sir/Madam,
As you are aware, the Ministry of Textiles had included FIBC under the RoSCTL Scheme vide Notification dated February 9, 2024. The RoSCTL rate is 2.3% with a cap of Rs. 3.7 per kg.
However, since the RoSCTL rate was not bifurcated into Central Tax levies and State Tax levies, the scheme is yet to be implemented.
The Council had taken up this issue with the Ministry of Textiles and the Department of Revenue.
We are glad to inform you that the Ministry of Textiles have issued a
Notification dated October 1, 2024 giving the breakup of Central and State levies , as required under the RoSCTL Scheme. A copy of the said Notification is enclosed herewith (

The Council is now following up with the Department of Revenue to make the necessary changes in the system to enable issue of E-scrips under the RoSCTL Scheme for the Exports of FIBC.
