Sub: QCOs on Medical Textiles Product
Dear Sir/Madam,
The Ministry of Textiles has notified the
Medical Textiles (Quality Control) Order, 2023 dated September 27, 2023 - a copy of which is enclosed herewith (

The Quality Control Order (QCO) has set quality standards for critical medical textile products, including sanitary napkins, baby diapers, reusable sanitary pads, and dental bibs.
The saliant features of the QCOs are as follows:
- Mandatory Certifications: All critical medical textile products, such as sanitary napkins, baby diapers, reusable sanitary pads, sanitary napkin, period Panties and dental bibs, will require mandatory certifications to meet quality standards.
- Legal Compliance: Compliance with the new standards is legally required. Non-compliance may result in fines and penalties.
- Exemption for Small Enterprises: Self-Help Groups (SHGs), are exempt from the requirements of this QCO to help ease their operational challenges.
- Focus on Health and Environment: The QCO emphasizes the importance of products like disposable sanitary napkins and baby diapers in safeguarding public health and the environment during disposal.
- Testing Requirements: Manufacturers will need to incorporate mandatory testing related to public safety, including pH levels, hygiene testing, bacterial and fungal bioburden, biocompatibility evaluations, and biodegradability.
- Bureau of Indian Standards (BIS) License: All products under this QCO will require a BIS license.
The QCO is effective from October 1st, 2024.
