Dear Sir/ Madam,
Sub: Request for inputs on India-EU FTA Product Specific Rules of Origin (PSRs) for Chapter -50 to 63 (Textiles and Textile Articles)
As you are aware, India has been negotiating with the European Union (EU) to have a beneficial Free Trade Agreement (FTA). Already 7 rounds of negotiations have been completed and the 8th round of negotiation will be held shortly. As we understand, this will be a breakthrough FTA providing Duty Free Market Access for Indian textile products in the UK markets.
During the forthcoming 8th round of negotiation between India and EU, among other subjects, the Product Specific Rules of Origin (PSRs) will also be discussed. Product Specific Rules means the rules that specify that the non-originating materials have undergone a change in tariff classification or a specific manufacturing or processing operation, or satisfy qualifying value content criterion, or a combination of any of these criteria.
The Department of Commerce, Ministry of Commerce and Industry has sent us a list of tariff lines seeking inputs on the PSRs proposed by the EU.
In this regard, the Council has made an exercise to prepare a list of draft PSRs. Lists of the tariff lines shared by the DoC and list of draft PSRs prepared by the Council are attached.

Members of the Council are requested to give their valuable inputs/ suggestions for the Product Specific Rules of Origin (PSRs) on the tariff lines of Manmade and blended textiles covered under Chapters 54 to 63. Inputs/ suggestions may be emailed to Shri K. Baruah, Addl. Director, Email ID baruah@srtepc.in marking a CC to kitti@srtepc.in on or before 6th June, 2024.
