EPCG Scheme – Relief in Average Export Performance (AEP)

Sub: EPCG Scheme – Relief in Average Export Performance (AEP)

As you are aware, para 5.17 of The Handbook of Procedures 2023 provides relief to exporters of those sectors / product categories where total exports during a year  has  declined by more than 5% as compared to the previous year.

DGFT has notified a list of product groups were there is a percentage decline in exports during 2022-23 as compared to 2021-22 vide policy circular no 10/2023-24 dated 22.02.2024. 

The following products falling under Textiles and Clothing sector have been included in the  list:

5201, 5202, 5203, 5204, 5205, 5206, 5209, 5211, 5212, 5303, 5305, 5307, 5308, 5310, 5402, 5404, 5406, 5408, 5502, 5503, 5504, 5507, 5508, 5509, 5510, 5511, 5516, 5602, 5603, 5605, 5607, 5609, 5702, 5703, 5705, 5803, 5807, 5808, 5810, 5811, 5901, 5902, 5903, 5904, 5910, 6001, 6002, 6004, 6006, 6101, 6103, 6107, 6108, 6113, 6115, 6116, 6117, 6201, 6207, 6212, 6213, 6216, 6301, 6302, 6303, 6304, 6305, 6306, 6307.

The said Policy Circular has advised all Regional Authorities to accordingly re-fix the Annual Average Export Obligation for EPCG Authorizations for the year 2022-23
