Sub: Receipt of eBRC for the exports made during the period of 01.04.2014 to 31.03.2020, as per RBI BRC Module
Dear Member,
Air Cargo Complex has issued Public Notice No. 146/2021 dated 11th March, 2021 regarding receipt of eBRC for the exports made during the period of 01st April 2014 to 31st March, 2020, as per RBI BRC Module.
Your kind attention is invited to the Board’s Circular No. 5/2009-Cus dated 02.02.2009 and Public Notice No. 24/2016- 17 dated 15.07.2016 issued by ACC, wherein it was mandated to use the online new RBI BRC Module for monitoring of realization of export proceeds in DBK (XOS) for all the S/Bills with LEO dates from 01.04.2014 onwards, with regard to DG Systems letter F. No.: IV(35)/58/2012-Sys/2473 dated 18/20.11.2015 and JS Drawback's F. No.609/59/2012-DBK dated 03.06.2015 and Instruction dated 27.11.2015.
The RBI BRC Module (RBI MIS Reports) which was launched from 26.06.2014 is applicable for S/Bills with Let Export Order (LEO) dates from 01st April, 2014 onwards.
In this regard, it is informed that as per Public Notice No. 24/2016-17 dated 15.07.2016, the Drawback (XOS), ACC monitors the realization of export proceeds for the S/Bills with LEO dates on or after 01st April, 2014 under the new RBI-BRC Module (EPDMS).
As seen from the ICES, a large number of exporters e-BRC are not available in ICES. Hence, the ACC has advised the exporters –
To follow up with their Authorised Dealer (AD) Banks for updating the export proceeds realization details in the respective bank's EDPMS system so that the data is transferred to Customs EDI i.e ICES for reconciliation.
In case, the updation is not possible by AD Banks, the exporter can submit the details of realization received/ certificates from their Authorised Dealer(s)/ (eBRC)/half yearly negative statements in prescribed format from Authorised Dealer(s)/certificates provided by Chartered Accountant in his capacity as a statutory auditor of the exporter's account in respect of the shipments which remain outstanding beyond the prescribed time limit, including the extended time, if any, allowed by Authorised Dealer/RBI, to the DC/DBK (XOS), ACC. This will help the department in monitoring the realisation of export proceeds.
